For URLs of this form, replace hg with http (or hgs with https) and copy external mercurial repository contents into tool shed repository essentially as if it were a tar file. The tool shed doesn't display a mercurial URL to push to until an initial upload has occurred and pasting in bitbucket download URLs (e.g. https://bitbucket.org/<user>/<repo>/get/<rev>.tar.gz) result in an extra directory being added to the top level of the tool shed repository.
