Hello Philip,

The owner cannot be changed because it is part of the name-spaced repository identifier ( i.e., the clone url includes the owner, tools have generated guids tha tinclude the owner, etc.).  However, you can provide write authorization on the repository to others so that they can make changes to the repository.  This is done in the following section of the Manage repository page:

There is also a Trello card that relates to this.  It specifies adding the ability for a erepository owner to authorizew other users to administer the repository.  You can vote on it here:
