The problem occurs when our administrator forces compulsory log in for all users. However we are able to import via pasting the whole json text into galaxy just that we cannot import via the link. Thanks a lot.

When you go directly to the URL specified for importing (the for_direct_import one in the error message from your screenshot) what do you see?  Is the workflow listed as being accessible, when you go to Download or Export?
