Most of the routes are Tool Shed centric - for example,
if you are logged in, the ToolShed itself offers an action
"Contact repository owner".

If you know where the tool is on the Tool Shed, e.g.
https://toolshed.g2.bx.psu.edu/view/peterjc/blast_top_hit_species
then there ought to be links to the homepage (sometimes used
for the tool being wrapped, sometimes for the wrapper itself),
and the development repository for the wrapper. Those will
likely tell you where to file issues - but many older wrappers
do not have these fields which are a relatively new feature.

Perhaps more simply, check the tool's README file which
should be present on disk with the wrapper XML, or again
this is viewable on the ToolShed - it should also tell you
where to file bugs or how to get in touch.

Sometimes the end user tool help within the tool's XML
and shown to the user within Galaxy will have a link to
the tool's homepage too.
