I don't think Galaxy exposes what you ask for through an API and a PR to make it do so is  certainly welcomed. Please note that this information (about other users) should be only exposed to an admin.

Additionally is there a reason why you are gathering these stats through an API and not from the database via a script? Example of such server-based script (for job stats gathering) is in Galaxy's codebase: https://github.com/galaxyproject/galaxy/blob/dev/scripts/grt.py Let me know if you want to know more about this.
