On the left tool list panel of Galaxy website. On the top, there is a
"options" button, when I click it, it shows a "Search Tools". How can I
get it on my own local Galaxy server? On my local one, when I click
"Options" button, the "Search Tools" button does not show up.

Tool search is compatible with Python 2.5 and greater, so it could be a problem with your Python version. If that's not the problem, perhaps there are some Javascript errors on the panel that are causing problems (make sure to look for errors in the panel/frame, not the page). Please let us know if you find any Javascript errors.
