I can see where I can upload libraries from the galaxy server, but I can’t figure out how to load the “available” data (fastqs) — to clarify instead of asking users to upload 5GB fastq files, which are already on the galaxy server, I would like for users to be able to “see” that data when setting up their pipeline without having to upload the data (ie use Get Data).

Is this possible?  When I search, I can only see how to do this for “Data Libraries”.

Data Libraries are probably the right way to handle this.  If you have a large set of fastq data, would it be sufficient to load it all into a data library accessible to your users?  Then the user would just have to browse the data library, click "import to current history", and they're off and running.
