I change the database from the default from sqlite to postgre, then the problem go away!!!

My local instance's version was the latest version(I downloaded last night),  but this problem can't be fixed.

This issue was fixed in this changeset:

If you update your Galaxy to the revision on galaxy-dist this problem should go away.
