Simply change the port value in the universe_wsgi.ini to 80 (standard internet port) instead of 8080
port = 80
Otherwise you can use Apache. This require little more work to do. Check the Wiki for this.https://bitbucket.org/galaxy/galaxy-central/wiki/Config/ApacheProxy

This depend on what you mean for "everyone". If you mean the whole world, you need a public IP address.
