It's likely that you are tracking galaxy-central in your local Galaxy instance, but using the main Galaxy tool shed.  If this is the case, you can use only the test Galaxy tool shed.  You have to be tracking galaxy-dist in your local Galaxy instance to use the main Galaxy tool shed.
