[galaxy-dev] wrapper around Upload tool

Hi! I have just started my first project with Galaxy. I want to use the Upload tool in my workflow to download large files from FTP (Swissprot and TREMBL fasta) and use them to make a local BLAST database. Can I build another tool as a wrapper around Upload, to enter preset ftp URLs (or overrides)? Thanks -Jay Humphrey
