I've added your contribution to the distribution in change set revision 6248:bc399a95e31e, which should be available in the distribution within the next few weeks. I downloaded the raw files and committed them instead of accepting your pull request because your repository is a fork of galaxy-dist and in order to accept the pull request is must be a fork of galaxy-central. I wrote 4 locale files such as ginga.po/mo and tools.po/mo ,tried them on my server and it worked well.
