Can you send me the actual error in the data_transfer.log file and the [server:main] section of the Galaxy config file (universe_wsgi.ini).

I get a 403 Forbidden error in the data_transfer.log, because it tries to access http://host.de/api/requests/ instead of http://host.de/galaxy/api/requests/ .
