I guess, this was the commit: https://bitbucket.org/galaxy/galaxy-central/commits/445b212b1c6d/ Though, we used this features very often in the early days, I didn't notice it was gone (maybe because, I have turned harsh and just kill jobs when people don't listen to announcements about scheduled a system shutdown).
