These basically refer to the same concept. In the tool config, a "param" tag whose "type" attribute is "data" will include a "format" attribute ( e.g., "tabular" ) that is associated with a data type ( e.g., the "tabular" data type in ~/lib/galaxy/datatypes ). For the list of supported data types, see the datatypes_conf.xml.sample file in your Galaxy root directory.
