I tried changing 
both files 
/mnt/galaxyTools/galaxy-central/universe_wsgi.ini

and

/mnt/cm/universe_wsgi.ini.cloud


but after reboot of headnode the changes are gone . 


any hint ?

I have not seen a moderation system in place, but maybe you can use PDC's Plone forms for this moderation ?
