Usually it is spoken about CPU instance hours, that what is your main cost. For this kind of cost, when you are not running the instances, does not costs to you. But stationary data, the stored data on S3 or EBS volumes it costs you even in the time when you are not running any instances. It depends on the use-case how you manage your data growth, it will shape your costs.
