Also this hack only seems to work for users who are logged in, but it would be nice for it to work for anyone, logged in or not.

There is no simple config switch or anything for this - you would need to modify Galaxy in a non-trivial manner to implement this. Let me know if you are interested in doing that and I can try to outline how to modify Galaxy to that.
