Are you using "Input Dataset" steps in your workflows? The multiple inputs feature uses these to know how to distribute inputs -- other than that no other configuration steps are necessary.

Looking at the past mailing list[1] this is the item that is missing from our setup -- the tooltip icon. We are running a version of galaxy that is roughly ~one month old: c42567f43aa7.
