We are working on a document that will provide description of tool- related tags. It will be available on our wiki page within two weeks. In the meantime, you can take a look at existing configuration files. Perhaps the most complex are the ones involving conditionals and repeat elements. Take a look at:
tools/plotting/xy_plot.xml tools/stats/grouping.xml
