Multiple selects for dataset inputs is not yet supported, but there is a ticket open on this issue, which you may follow if you like: https://bitbucket.org/galaxy/galaxy-central/issue/137/allow-multiple-true-in... We have not yet decided when-or-if we will be implementing this feature, but please feel free to add comments to the ticket.
For now the best course of action is to use a repeat parameter.
