summary: 1. Add 3 columns to the tool_shed_repository table in the Galaxy model / database; metadata (json), includes_datatypes (boolean) and update_available (boolean)
2. Add the ability to set metadata for tool shed repositories installed into local Galaxy instances (at time of install and on the Manage repository page)
3. Add the ability to view tool shed repository metadata (including tool guids) when managing installed tool shed repositories within Galaxy
4. Create a new admin_toolshed controller, and move all tool shed related code from the admin controller to this new controller
